1. Development project of SU domain in the Internet

Within the framework of the "Development Project of SU Domain" of the Internet in 2008, the following events had occurred.

In 2007, The Foundation for Internet Development entered into constructive interaction with ICANN for the purpose of establishing principles of further work for support and development of SU domain.

The result of this activity was the decision of the Committee for Servicing of Registered Codes of Countries of the International Organization for Standardization (Committee ISO3166/MA) about transfer of SU code into the exclusively registered category. This decision was taken at the end of June, 2008. It is of great importance for further development of SU domain development.

The Joint statement of the Foundation for Internet Development and ICANN, published following the decision of the Committee ISO3166/MA, in particular, says: :

"This decision is a result of the constructive dialogue between the Foundation for Internet Development and ICANN. The Corporation ICANN played its positive role in regulating of the issue with SU domain through clear expression of its position and action within its powers. As a result, all parties have achieved constructive solution of the problem in the interests of stability and security of the Internet and with the consideration of interests of SU domain users".

The Foundation for Internet Development continues its work with international organizations, such as ICANN, IANA for further maintaining of SU domain as stable and improving grounds for SU zone functioning.

Since April 2008, restrictions for registration of domain names with prefix xn-- were removed, thus enabling to print a part of address in the web browser line in accordance with IDN technology, recommended by ICANN, in national coding. A possibility is opened to register domain names in Cyrillic, Greek, Armenian, Georgian, Hebrew, Arab, and other languages.

Following results of the year 2008, in the course of holding events providing for functioning and development of SU domain zone, the following indices were achieved:

  1. The number of domain registering companies in .SU zone has increased to 12.

  2. The number of registered domain names in .SU zone has increased since December 2007 from 30 000 to 85 000. The growth statistics is shown in the Figure 1.

  3. The Foundation for Internet Development, together with the company "RosNIIROS" carried out works for cardinal improvement of the registration system in .SU zone. Following results of these events in November 2008, a new registration system was launched as a test service for registrars, in parallel with the current registration system. EPP protocol underlies a new registration mechanism. The input of a new registration system into the working mode is planned for January 2009.

In 2008, the Foundation for Internet Development carried out the following main public events:

  1. August 8, 2008, a press-conference "New status of SU code and new horizons of SU domain" was held in ITAR-TASS, organized by the Foundation for Internet Development and the International Corporation ICANN. The reason for holding the press-conference was the decision of the Committee for Servicing of Registered Codes of Countries of the International Organization for Standardization (Committee ISO3166/MA) about transfer of SU code into the category of exclusively registered ones. This decision was taken at the end of June 2008, it has a great meaning for further development of SU domain.

    The press-conference was attended by the representative of ICANN in Russia and CIS Veni Markovski, the Director of the Foundation for Internet Development Galina Soldatova, the deputy Director of the Foundation for Internet Development Vladimir Molchanov, and the Director of RosNIIROS Alexei Platonov.

    Representatives of the administration of SU domain thanked ICANN for constructive position of the corporation enabling to regulate the working negotiation process with the International Organization for Standardization on issues of transferring SU code into the category of exclusively registered ones. Owing to taking such a decision, the main contradiction in the domain existence was eliminated. We would like to remind that until present, SU code was marked as temporarily registered for the time of transfer period. In its separate decision, the Committee ISO3166/MA established the period of temporary reservation and further repeated using of the code - 50 years that gave the possibility to use the code, and accordingly, the domain SU not later than until 2042. The decision taken by the International Organization for Standardization enables to remove all restrictions in time of the code existing and SU domain

    As of today, it is apparent, that the interest to SU domain will not grow weaker. And though this is quite a compact zone yet, a stable community has already formed around .SU creating all prerequisites for further active growth of the domain. In the average, internet users visit sites within SU domain for over 50 mln. times per day.

    It was particularly noted that even in conditions of artificial "freezing" of registration of domain names of the second level in SU zone in 1994-2001, the domain continued developing for the account of registration of domain names of the third level.

    "The history of SU domain development is a part of the newest history of Russia", - said Galina Soldatova, the Director of the Foundation for Internet Development. She reminded that a little more than one month is remained for full age of SU domain, and it is notable that the domain age coincides with the age of the modern civil society in Russia that is not afraid any more of the historical past associated with the domain name, but competently and effectively uses the historical legacy in the daily life.

    In the course of the event, a joint statement of the Foundation for Internet Development acting as the administrator of SU domain, and the corporation ICANN was proclaimed that the code SU was assigned a status of exclusively registered one.

  2. During the work with registrans, on September 22, 2008 a seminar was organized, devoted to the current situation and trends of the registration system development in .SU zone. Representatives of companies accredited by domain names registrars in .SU zone were invited to the seminar.

    During the seminar, the following issues have been raised:

    • Current state of SU domain and its positioning in the domain world community (speaker A.P. Platonov).
    • A new Registration system in .SU zone (speaker A.E. Scherbakov).

    Within the framework of the seminar, a Round table was held, moderator - V.V. Molchanov..
    In the course of summing up the seminar, participants noted the usefulness of holding such events for closer cooperation of .SU zone registry and registrars, as well as for taking joint solutions of tasks connected with functioning of .SU zone


 

2. Organization and participation in scientific conferences

 

2.1. Regional conference of the organization RIPE NCC
September 23-24, 2008 (city of Moscow)

Regional conference of the organization RIPE NCC

RIPE NCC Regional Meeting With the financial support of the Foundation for Internet Development, on September 23-24, 2008, in Moscow hotel Holiday Inn "Suschevsky", a regional conference of the organization RIPE NCC (Reseaux IP Europeens, Coordination Center for Internet Resources Distribution in the European Region) was held. The regional conference of RIPE NCC in Moscow has been held for the fifth time. The Russian party in preparation of the meeting of RIPE NCC comprised of RU-CENTER, the Foundation for Internet Development, the Russian Scientific-Research Institute of Public Networks Development and Coordination Center of National Domain RU. Specialists from Russia, Spain, and the Netherlands took part in the conference work. .

The main topics of the conference were as follows:

  1. Achievements, plans and perspectives of work of the organization RIPE NCC.

  2. Improving of information services of RIPE NCC.

  3. Increasing of activity of the Russian community part in general events for policy development of Internet resources distribution in the region.

  4. The work of the forum Internet Governance Forum (in particular, the question of arriving at agreements on multi-language domains).

  5. Perspectives of introduction of DNSSec (DNS security system) by Russian operators and the experience of using this system in the world.

  6. Transition to 32-bit numbers of autonomous systems and related necessity of preparing the network equipment.

  7. Changing of the distribution policy of addresses independent from providers with the possibility to make a direct contract with RIPE NCC by end users bypassing LIR, etc.

 

2.2. XV conference of representatives of regional scientific-educational networks RELARN-2008

The Foundation for Internet Development acted as the general sponsor of the XV Conference of Representatives of Regional Scientific-Educational Networks "RELARN-2008", that had been held from the 1st to 8th of June, 2008. For the third time, the conference was held on board of a cruiser "Georgy Zhukov".

208 persons from 33 towns of Russia and Honolulu (the USA) representing 83 organizations took part in the conference work.

Participants of the conference discussed problems of computer networks development for science and education Sectional meetings, presentations and round tables were held on board of the motor vessel. Participants of the conference discussed problems of computer networks development for science and education according to the following sections:

  1. Infrastructure, technologies and services of scientific and educational networks.
  2. Computer simulation of nano-systems.
  3. Technological and information services in the Internet.
  4. Using of information technologies in education and science.
  5. Round table "Distribution of the address space of the Internet: tendencies of 2008".
  6. Pedagogical possibilities of information educational systems and social services.

The conference "RELARN-2008" was opened by a round table. Participants of which discussed the most urgent questions of domain branch development in Russia. One of the topic causing live response was the question of the possibility to register domain names in the Russian language. Alexei Soldatov, the Chairman of the Board of the Foundation for Internet Development acting as the administrator of SU domain, briefly told about the history of domain and outlined perspectives of its further existence.

Achievements and problems of the Russian national domain RU were reported by Alexei Platonov, the director of RosNIIROS, Vladimir Molchanov, deputy Director of RosNIIROS on the project "Technical Cener of Domains RU and SU", the member of the Council of Coordination Center of RU domain, Pavel Khramtsov, the leading analyst of the company RU-CENTER and Andrei Vorobyev, Head of Public Relations Department of RU-CENTER.


 

2.3. Conference for information security

Conference for information security On November 7, 2008, in Moscow, an international conference on issues of computer and information security was held organized by the Foundation for Internet Development jointly with the Russian Center of Responding to Computer Incidents (RU-CERT), as well as subdivision of FSS, MIA, MFA, the Ministry of Telecommunications and Mass Communication of the RF and TF-CSIRT (Task Force of Computer Security Incident Response Teams). The conference was attended by representatives of 12 European countries. All questions discussed within the framework of the event fully met tasks and goals of Russia, made public in the Doctrine of Information Security of RF (dd. September 9, 2000), as well as international principles of barring cybercrimes in the world.

Topics of the conference were devoted to questions of crimes investigation practice in the sphere of e-commerce, legal regulation of domain names markets in Russia and abroad, responding to computer incidents in public authorities of the RF. The urgency of the conference is underlined by the growing role of fighting with cybercrimes in the international level and settling questions of computer and information security in the whole world.

Conference for information security

At the opening of the conference, the deputy Minister of Telecommunications and Mass Communication of the RF, A.A. Soldatov made a speech. In his speech, he noted the growing role of interaction in the international level based on principles of mutual understanding and confidence.

"Cyber terrorism has no national borders. Unlawful acts in the Internet take increasingly keen forms and methods that cause not only material, but also political damage. That is why, it is necessary to unite, to share experience, to render assistance to each other during investigation of computer incidents", - underlined A.A. Soldatov.

The conference was aimed at provision of further development of the infrastructure for counteraction of computer attacks in the RF and abroad, expansion of cooperation of Russian and international organizations, improvement of coordination and interaction of involved structures in the territory of Russia in this sphere. According to foreign representatives, forum results caused the increase of prestige and significance of contribution of Russia during the struggle with cybercrimes, and it is further planned to start developing regulations to fight cybercrimes in the international level.


 

3. Scientific and research programs.
Research project "Internet viewed by school children"

In 2008, the research project "Internet Viewed by Schoolchildren" was continued on the topic "Risks and Dangers of the Internet Viewed by Children and Teenagers".

The following questions were among main questions put in the research:

  • What internet risks are encountered by children and teenagers of Russia in the network, and how are they perceived?
  • How dangerous the national cyberspace is?
  • What are methods of protection of children and teenagers from risks and dangers of the Internet?
  • Etc.

Special questionnaires were worked out and prepared. At the first stage, 188 schoolchildren at the age from 14 to 17 years old took part in the research. The questioning was held in schools of Moscow. The work for statistical processing of data was carried out. Following results of the research, presentations and reports were prepared.

Coming into the Internet from the most protected and secured places - from home and school - children and teenagers treat the cyberspace with big confidence perceiving it as a safe sphere. However, same as in real life, a child faces different problems, illegal and dangerous content, and other troubles in the Internet. Thereby, the Internet easily becomes one more important source of stresses in the information community. The risk evaluation of any sphere comes with experience of a person. The experience gives us the possibility to anticipate undesirable and negative sequences and to evaluate risks and threats in time. A young user captured by limitless possibilities of high technologies and not having enough experience, as a charmed wanderer, cannot perceive risks and dangers of the network often and, as a result, finds himself among its least secured users.

4. FID web-site development

In 2008, the work on modernization of the structure and design of a web-site was continued.

The updated version of the site was published in February 2008.

In connection with the growth of attention to the section devoted to development of SU registry, it was singled out as a separate chapter and restructured.

News lines are opened devoted to the Foundation news, as well as news of the modern Internet.


 

5. Interaction of the Foundation with mass media

In 2008, the activity of the Foundation for Internet Development was highlighted by over 30 printed and electronic mass media, around 40 publications were printed, where information about the Foundation activity, about development of SU domain was published, and links to the Foundation site were cited.
